Alarming reports have come out in the past few weeks revealing that the Biden administration is supporting a joint US-Israeli plan to use private contractors, including CIA-trained operatives, to control aid distribution in Gaza. This plan will establish internment camps for Palestinians and will directly involve the US in human rights abuses while corporatizing the suffering and oppression of Palestinians.

Here’s What You Need to Know:

  • Israel’s government reportedly aims to implement high-security zones in Gaza where access to food and humanitarian aid will be biometrically controlled. These so-called “humanitarian bubbles” will effectively confine and control Palestinians, forcing them to submit to tracking for survival essentials.
  • Amnesty International, B’Tselem, and countless other human rights organizations have identified Israel’s policies toward Palestinians as apartheid. By supporting these private contractors, the US risks further complicity in Israel’s oppression and systematic domination of Palestinians.

This plan is a gross violation of international law and US humanitarian principles. Dear President Biden,

I am writing with grave concern about recent reports indicating a joint US-Israeli plan to employ private security contractors in Gaza. These contractors, which reportedly include CIA-trained mercenaries, are expected to manage aid distribution and set up internment camps for Palestinians. Such actions would not only represent an unprecedented escalation in US involvement in Gaza’s humanitarian crisis but also directly implicate the US in severe human rights abuses that will forever mar its standing in the world.

Gaza has already endured relentless bombardment, resulting in the confirmed deaths of approximately 43,000 people and estimated deaths of more than 186,000—most being civilians. This assault has left over 1.9 million displaced, 95% of Gaza’s pre-war population, and the use of forced starvation has reduced survivors to conditions of utter despair​​.

Reports indicate that the so-called “humanitarian bubbles” planned by Israeli and American operatives will function as high-surveillance zones, effectively transforming Gaza into a series of controlled enclaves where aid, movement, and even personal identification will be subject to biometric tracking. This design is neither humanitarian nor a path to stability—it is a dystopian model of population control that has no place in the 21st century.

The reported measures are akin to practices condemned under international law, including apartheid, defined by the U.N. as systematic oppression by one group over another. Organizations like Amnesty International and B’Tselem have recognized Israel’s treatment of Palestinians as apartheid, making the US complicit by supporting such oppressive tactics. Utilizing private contractors to control aid in Gaza only deepens this complicity​​​.

Furthermore, these internment strategies, staffed by private contractors with ties to US intelligence, echo failed programs like the Strategic Hamlet Program during the Vietnam War. These militarized zones are neither humanitarian nor effective—they are fundamentally incompatible with American values of democracy and human rights​.

I urge you to immediately denounce and halt any US participation in this plan. Instead of deploying private contractors, the US should focus on facilitating unfettered humanitarian access through trusted international organizations without militarized oversight.

You must stand against policies that further the oppression of Palestinians and uphold international principles of human rights. The world is watching, and history will remember.
