More than 180 scientists and doctors from 35 countries have sent an urgent appeal to officials of the European Commission demanding a moratorium on the increase of cell antennas for planned 5G expansion citing extreme concerns over health effects from higher radiation exposure including the potential for major increases in neurological impacts, infertility, and cancer. (March 29, 2018) -- Remarkably, cell phones had been allowed onto the US consumer market a decade earlier without any government safety testing. Now, some customers and industry workers were being diagnosed with cancer.
In January 1993, David Reynard sued the NEC America Company, claiming that his wife's NEC phone caused her lethal brain tumor. After Reynard appeared on national TV, the story went viral. A congressional subcommittee announced an investigation; investors began dumping their cell-phone stocks; and Wheeler and the CTIA swung into action.
A week later, [Tom] Wheeler [president of the Cellular Telecommunications and Internet Association] announced that his industry would pay for a comprehensive research program. Cell phones were already safe, Wheeler told reporters; the new research would simply "re-validate the findings of the existing studies."

Critics also attacked what they regarded as the slow pace of WTR research. The WTR was merely "a confidence game" designed to placate the public but stall real research, according to . . . Microwave News. "By dangling a huge amount of money in front of the cash-starved [scientific] community," Slesin argued, "Carlo guaranteed silent obedience. Anyone who dared complain risked being cut off from his millions."

This article does not argue that cell phones and other wireless technologies are necessarily dangerous; that is a matter for scientists to decide. Rather, the focus here is on the global industry behind cell phones -- and the industry's long campaign to make people believe that cell phones are safe.
That campaign has plainly been a success: 95 out of every 100 adult Americans now own a cell phone; globally, three out of four adults have cell-phone access, with sales increasing every year. The wireless industry is now one of the fastest-growing on Earth and one of the biggest, boasting annual sales of $440 billion in 2016.

[Epidemiologist George] Carlo's story underscores the need for caution, however, particularly since it evokes eerie parallels with two of the most notorious cases of corporate deception on record: the campaigns by the tobacco and fossil-fuel industries to obscure the dangers of smoking and climate change, respectively.
Just as tobacco executives were privately told by their own scientists (in the 1960s) that smoking was deadly, and fossil-fuel executives were privately told by their own scientists (in the 1980s) that burning oil, gas, and coal would cause a "catastrophic" temperature rise, so Carlo's testimony reveals that wireless executives were privately told by their own scientists (in the 1990s) that cell phones could cause cancer and genetic damage.

Carlo's October 7, 1999, letters to wireless-industry CEOs are the smoking-gun equivalent of the November 12, 1982, memo that M.B. Glaser, Exxon's manager of environmental-affairs programs, sent to company executives explaining that burning oil, gas, and coal could raise global temperatures by a destabilizing 3 degrees Celsius by 2100.
For the tobacco industry, Carlo's letters are akin to the 1969 proposal that a Brown & Williamson executive wrote for countering anti-tobacco advocates. "Doubt is our product," the memo declared. "It is also the means of establishing a controversy . . . at the public level."
Like their tobacco and fossil-fuel brethren, wireless executives have chosen not to publicize what their own scientists have said about the risks of their products. On the contrary, the industry -- in America, Europe, and Asia -- has spent untold millions of dollars in the past 25 years proclaiming that science is on its side, that the critics are quacks, and that consumers have nothing to fear.
This, even as the industry has worked behind the scenes -- again like its Big Tobacco counterpart -- to deliberately addict its customers. Just as cigarette companies added nicotine to hook smokers, so have wireless companies designed cell phones to deliver a jolt of dopamine with each swipe of the screen.
This Nation investigation reveals that the wireless industry not only made the same moral choices that the tobacco and fossil-fuel industries did; it also borrowed from the same public-relations playbook those industries pioneered.
The playbook's key insight is that an industry doesn't have to win the scientific argument about safety; it only has to keep the argument going. That amounts to a win for the industry, because the apparent lack of certainty helps to reassure customers, even as it fends off government regulations and lawsuits that might pinch profits.

Microwave News . . . speculated on potential explanations for the [National Toxicology Program's] apparent backtracking: new leadership within the program, where a former drug-company executive, Brian Berridge, now runs the day-to-day operations; pressure from business-friendly Republicans on Capitol Hill and from the US military, whose weapons systems rely on wireless radiation; and the anti-science ideology of the Trump White House. The question now: Will the scientists doing the peer review endorse the NTP's newly ambivalent perspective, or challenge it?

Contrary to the impression that most news coverage has given the public, 90 percent of the 200 existing studies included in the National Institutes of Health's PubMed database on the oxidative effects of wireless radiation -- its tendency to cause cells to shed electrons, which can lead to cancer and other diseases -- have found a significant impact, according to a survey of the scientific literature conducted by Henry Lai. Seventy-two percent of neurological studies and 64 percent of DNA studies have also found effects.
The wireless industry's determination to bring about the Internet of Things, despite the massive increase in radiation exposure this would unleash, raises the stakes exponentially. Because 5G radiation can only travel short distances, antennas roughly the size of a pizza box will have to be installed approximately every 250 feet to ensure connectivity.
"Industry is going to need hundreds of thousands, maybe millions, of new antenna sites in the United States alone," said Moskowitz, the UC Berkeley researcher. "So people will be bathed in a smog of radiation 24/7."

There is an alternative approach, rooted in what some scientists and ethicists call the "precautionary principle," which holds that society doesn't need absolute proof of hazard to place limits on a given technology. If the evidence is sufficiently solid and the risks sufficiently great, the precautionary principle calls for delaying the deployment of that technology until further research clarifies its impacts.
The scientists' petition discussed earlier urges government regulators to apply the precautionary principle to 5G technology. [See Scientists' Petition below -- EAW] Current safety guidelines "protect industry -- not health," contends the petition, which "recommend[s] a moratorium on the roll-out of [5G] . . . until potential hazards for human health and the environment have been fully investigated by scientists independent from industry."

No scientist can say with certainty how many wireless-technology users are likely to contract cancer, but that is precisely the point: We simply don't know. Nevertheless, we are proceeding as if we do know the risk, and that the risk is vanishingly small.
Meanwhile, more and more people around the world, including countless children and adolescents, are getting addicted to cell phones every day, and the shift to radiation-heavy 5G technology is regarded as a fait accompli. Which is just how Big Wireless likes it.

Scientists from 35 countries protest plans for massive increase in cell tower radiation
OREBRO, Sweden (September 13, 2017)-- Over 180 scientists and doctors from 35 countries sent a declaration to officials of the European Commission today demanding a moratorium on the increase of cell antennas for planned 5G expansion. Concerns over health effects from higher radiation exposure include potential neurological impacts, infertility, and cancer.
In their letter to the European Commission, the scientists write:
"We, the undersigned, more than 180 scientists and doctors from 35 nations, recommend a moratorium on the roll-out of the fifth generation, 5G, for telecommunication until potential hazards for human health and the environment have been fully investigated by scientists independent from industry."

"The wireless industry is trying to deploy technology that may have some very real unintended harmful consequences," explains one of the organizers of the letter, Lennart Hardell, MD, PhD, Associate Professor, Department of Oncology, Faculty of Medicine and Health, Orebro University, Orebro, Sweden.
"Scientific studies from years ago along with many new studies are consistently identifying harmful human health impacts when wireless products are tested properly using conditions that reflect actual exposures. With hazards at those exposures, we are very concerned that the added exposure to 5G radiation could result in tragic, irreversible harm."
5G expansion, which is designed to carry higher loads of data more rapidly through wireless transmission, will require the construction of cell towers every 10-20 houses in urban areas.
University of California, Berkeley public health researcher Joel Moskowitz, PhD, explains, "Peer-reviewed research has documented industry influence on studies of the health impacts of wireless radiation. We are insisting on a moratorium on 5G until non-industry research can be conducted to ensure the safety of the public."
Moskowitz is one of the advisors to an earlier effort, the International EMF Scientist Appeal, a petition submitted to the United Nations and World Health Organization in 2015. The Appeal has now been signed by more than 230 scientists from 41 nations -- all have published peer-reviewed research on the biologic or health effects of electromagnetic fields (EMF).
Since the Appeal was published, the world's largest $25 million study, conducted by the National Toxicology Program in the US, shows statistically significant increases in the incidence of brain and heart cancer in animals exposed to cellphone radiation at levels below international guidelines.
This supports human studies on cellphone radiation and brain tumour risk, as demonstrated in many peer-reviewed scientific studies. The Appeal and this week's declaration identify health concerns from exposure to radiofrequency radiation including " . . . increased cancer risk, cellular stress, increase in harmful free radicals, genetic damages, structural and functional changes of the reproductive system, learning and memory deficits, neurological disorders, and negative impacts on general well-being in humans. Damage goes well beyond the human race, as there is growing evidence of harmful effects to both plant and animal life."
Roll-out of 5G in the US
In the US, the wireless industry is promoting legislation in at least 20 states to facilitate the roll-out of 5G in addition to sponsoring legislation at the federal level.
In California, city and county governments are opposing SB 649,an industry-sponsored bill which overrides local control over the wireless industry's access to utility poles and public buildings for 5G deployment.
Environmental health advocates fear that exposure to the added radiation from 5G infrastructure will contribute to increased health problems. (See compendium of letters and news articles on SB649 at this link.)
"If this bill passes, many people will suffer greatly, and needlessly, as a direct result. This sounds like hyperbole. It is not." according to Beatrice Golomb, MD, PhD, Professor of Medicine in the medical school at the University of California, San Diego.
In her open letter, which summarizes the research on the effects of radio frequency radiation, she concludes, "Let our focus be on safer, wired and well shielded technology -- not more wireless." 5G will substantially increase exposure to radiofrequency electromagnetic fields (RF-EMF) on top of the 2G, 3G, 4G, Wi-Fi, etc. for telecommunications already in place. RF-EMF has been proven to be harmful for humans and the environment.
5G Leads to Massive Increase of Mandatory Exposure to Wireless Radiation
5G technology is effective only over short distance. It is poorly transmitted through solid material. Many new antennas will be required and full- scale implementation will result in antennas every 10 to 12 houses in urban areas, thus massively increasing mandatory exposure.
With "the ever more extensive use of wireless technologies," nobody can avoid to be exposed. Because on top of the increased number of 5G-transmitters (even within housing, shops and in hospitals) according to estimates, "10 to 20 billion connections" (to refrigerators, washing machines, surveillance cameras, self-driving cars and buses, etc.) will be parts of the Internet of Things. All these together can cause a substantial increase in the total, long term RF-EMF exposure to all EU citizens.
Harmful Effects of RF-EMF Exposure Are Already Proven
More than 230 scientists from 41 countries have expressed their "serious concerns" regarding the ubiquitous and increasing exposure to EMF generated by electric and wireless devices already before the additional 5G roll-out. They refer to the fact that "numerous recent scientific publications have shown that EMF affects living organisms at levels well below most international and national guidelines."
Effects include increased cancer risk, cellular stress, increase in harmful free radicals, genetic damages, structural and functional changes of the reproductive system, learning and memory deficits, neurological disorders, and negative impacts on general well- being in humans. Damage goes well beyond the human race, as there is growing evidence of harmful effects to both plants and animals.
After the scientists' appeal was written in 2015 additional research has convincingly confirmed serious health risks from RF-EMF fields from wireless technology.
The world's largest study (25 million US dollar) National Toxicology Program (NTP), shows statistically significant increase in the incidence of brain and heart cancer in animals exposed to EMF below the ICNIRP (International Commission on Non-Ionizing Radiation Protection) guidelines followed by most countries.
These results support results in human epidemiological studies on RF radiation and brain-tumor risk. A large number of peer-reviewed scientific reports demonstrate harm to human health from EMFs.
The International Agency for Research on Cancer (IARC), the cancer agency of the World Health Organization (WHO), in 2011 concluded that EMFs of frequencies 30 KHz -- 300 GHz are possibly carcinogenic to humans (Group 2B). However, new studies like the NTP study mentioned above and several epidemiological investigations including the latest studies on mobile phone use and brain cancer risks confirm that RF-EMF radiation is carcinogenic to humans.
The EUROPA EM-EMF Guideline 2016 states that "there is strong evidence that long-term exposure to certain EMFs is a risk factor for diseases such as certain cancers, Alzheimer's disease, and male infertility . . . Common EHS (electromagnetic hypersensitivity) symptoms include headaches, concentration difficulties, sleep problems, depression, lack of energy, fatigue, and flu-like symptoms."
An increasing part of the European population is affected by ill he alth symptoms that have for many years been linked to exposure to EMF and wireless radiation in the scientific literature. The International Scientific Declaration on EHS & multiple chemical sensitivity (MCS), Brussels 2015, declares that:
"In view of our present scientific knowledge, we thereby stress all national and international bodies and institutions . . . to recognize EHS and MCS as true medical conditions which acting as sentinel diseases may create a major public health concern in years to come worldwide i.e. in all the countries implementing unrestricted use of electromagnetic field-based wireless technologies and marketed chemical substances . . . Inaction is a cost to society and is not an option anymore . . . we unanimously acknowledge this serious hazard to public health . . . that major primary prevention measures are adopted and prioritized, to face this worldwide pan-epidemic in perspective."
The Precautionary Principle (UNESCO) was adopted by EU 2005: "When human activities may lead to morally unacceptable harm that is scientifically plausible but uncertain, actions shall be taken to avoid or diminish that harm. "
Resolution 1815 (Council of Europe, 2011):
"Take all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people who seem to be most at risk from head tumors . . . Assembly strongly recommends that the ALARA (as low as reasonably achievable) principle is applied, covering both the so- called thermal effects and the athermic [non-thermal] or biological effects of electromagnetic emissions or radiation" and to "improve risk-assessment standards and quality".
The Nuremberg code (1949) applies to all experiments on humans, thus including the roll-out of 5G with new, higher RF-EMF exposure. All such experiments: "should be based on previous knowledge (e.g., an expectation derived from animal experiments) that justifies the experiment.
No experiment should be conducted, where there is an a priori reason to believe that death or disabling injury will occur; except, perhaps, in those experiments where the experimental physicians also serve as subjects." (Nuremberg code pts 3-5). Already published scientific studies show that there is "a priori reason to believe" in real health hazards.
The European Environment Agency (EEA) is warning for "Radiation risk from everyday devices" in spite of the radiation being below the WHO/ICNIRP standards. EEA also concludes: "There are many examples of the failure to use the precautionary principle in the past, which have resulted in serious and often irreversible damage to health and environments . . . harmful exposures can be widespread before there is both 'convincing' evidence of harm from long-term exposures, and biological understanding [mechanism] of how that harm is caused."
"Safety Guidelines" Protect Industry -- Not Health
The current ICNIRP "safety guidelines" are obsolete. All proofs of harm mentioned above arise although the radiation is below the ICNIRP "safety guidelines".
Therefore new safety standards are necessary. The reason for the misleading guidelines is that "conflict of interest of ICNIRP members due to their relationships with telecommunications or electric companies undermine the impartiality that should govern the regulation of Public Exposure Standards for non-ionizing radiation . . . To evaluate cancer risks it is necessary to include scientists with competence in medicine, especially oncology."
The current ICNIRP/WHO guidelines for EMF are based on the obsolete hypothesis that " The critical effect of RF-EMF exposure relevant to human health and safety is heating of exposed tissue." However, scientists have proven that many different kinds of illnesses and harms are caused without heating ("non-thermal effect") at radiation levels well below ICNIRP Guidelines.
We Urge the EU:
1) To take all reasonable measures to halt the 5G RF-EMF expansion until independent scientists can assure that 5G and the total radiation levels caused by RF-EMF (5G together with 2G, 3G, 4G, and WiFi) will not be harmful for EU-citizens, especially infants, children and pregnant women, as well as the environment.
2) To recommend that all EU countries, especially their radiation safety agencies, follow Resolution 1815 and inform citizens, including, teachers and physicians, about health risks from RF-EMF radiation, how and why to avoid wireless communication, particularly in/near e.g., daycare centers, schools, homes, workplaces, hospitals and elderly care.
3) To appoint immediately, without industry influence, an EU task force of independent, truly impartial EMF-and-health scientists with no conflicts of interest to re-evaluate the health risks and:
a) To decide about new, safe "maximum total exposure standards" for all wireless communication within EU.
b) To study the total and cumulative exposure affecting EU-citizens.
c) To create rules that will be prescribed/enforced within the EU about how to avoid exposure exceeding new EU "maximum total exposure standards" concerning all kinds of EMFs in order to protect citizens, especially infants, children and pregnant women.
4) To prevent the wireless/telecom industry through its lobbying organizations from persuading EU officials to make decisions about further propagation of RF radiation including 5G in Europe.
5) To favor and implement wired digital telecommunication instead of wireless.
We expect an answer from you no later than October 31, 2017 to the two first mentioned signatories about what measures you will take to protect the EU-inhabitants against RF-EMF and especially 5G radiation. This appeal and your response will be publicly available.
